    here's an idea: Get a Garmin InReach and a Starlink Mini..
    GMRS is not made for, nor intended to, contact law enforcement or search and rescue.  You might cross through a few small slivers of area where Search & Rescue monitor a specific GMRS frequency, but those are in the vast, VAST minority of the area you will be covering. And even whilst in those few, specific, small areas, you must have line-of-sight to them to be able to communicate.

    There is at least one technical reason why FRS would be a better choice:
    You can get way (wayyyy) more fars-per-inch of the antenna with an FRS than a hand-held CB.. a 5-inch antenna an on FRS radio can get you 10miles in excellent conditions, ~1/2 mile in decent/poor conditions.

    For those same farz on CB, you would need a 25-inch (just a guess, but much larger, you get the point) antenna on the radio, making a hand-held very unwieldy and a potential deadly eye-poking menace.

    Because the reality of everyone being able to very quickly look-up where they live will hit them. and.. Because they would likely realize that anyone obsessive enough to look up their callsign, find their address, and write a letter for something so un-necessary is clearly a very socially unbalanced and possibly mentally-ill person.. that now knows where they sleep...

    This is correct.  The FRS (8-14) are also supposed to be low-power.

    If they can't hear you, then there are only a few of possibilities:
    Radio is not transmitting Transmit freq. is wrong Transmit tone is wrong You are out of range of the repeater - just because you can hear it does not mean it can hear you.

    Me too... I HAD two brand new RT97L's that I could have used to test this.. but I gave them both away.. Now i'm kicking myself and I wish I was not so kind, unselfish and loving toward my fellow-man...

    The GMR2+ is a GMRS radio so you dont have to worry about, or even think about offsets - you just select the correct "Repeater Channel" and enter the TX tone and (optionally) the RX tone.. Steps for that are outlined in your user-manual.
    HOWEVER -
    To use a repeater the radio must be GMRS repeater-capable, and based on the Rugged Radio Product page for the GMR2+, it does not appear to be repeater capable - and if that is the case, then you bought the wrong radios.
    EDIT/UPDATE: After reading the user-manual for you i can see that this radio is repeater capable.. I can also see that this is probably the most confuckulating to use GMRS radio I have ever seen.  I give it two thumbs down and would NOT recommend this radio to someone that does not know anything about GMRS, Tones, or repeaters..

    GMRS is not a "community".  If you want a "community" and/or have the urge to chat with anonymous men, try H.A.M. radio or get the Grindr app for your phone.

    I have often wondered this myself - especially after seeing/hearing all the "licensed ham operators" bash GMRS and GMRS users and preach to us how horrible GMRS is and how much better life would be if we would just "get our ticket" and use a "real radio".. Of course, when we try to point out that GMRS does exactly what we need, they respond with something along the lines of "oh, you're just too stupid to take the test"... Then we have to listen to them tell us the stories of how they got their H.A.M.s license when they were only 9 years old and didnt even have to study.
    OTOH, I have also heard and read about "licensed ham operators" slumming on GMRS just so they could quote regulations, complain about spurious RF emissions, and failure to use GMRS callsigns - as if they are some kind of self appointed radio-police..
    Basically, it seems that many (of course not all) are just sad, broken, sociallyretarded losers, trying their best to try and let everyone know how smart and powerful they think they are.

    I completely understand where you're coming from but please understand that there is nothing "legal" going on...or "illegal" for that matter. You can listen to any frequency or channel you want to. Regardless of where it resides within the bands. You only get in trouble when you begin transmitting...and even then, "trouble" is a bit of a big word. If the FCC isn't worried about the Kilowatt Cowboys that are DXing from coast to coast on CB, I hardly think that you or I have anything to worry about it if we accidentally TX where we shouldn't.
    By all means, follow your conscience and do what you feel is right. I'm simply letting you know that buying a radio that listens where you can't transmit isn't a big deal at all.

    Just to be clear, because If i have learned anything at this forum it is that every tiny little pedantic detail, no matter how insignificant, is of extreme importance to "some people" ...  
    There is nothing "illegal" about those radios.. A radio that does meet FCC certification(s) is not "illegal".. Purchasing a radio that does not meet FCC certification(s) is not "illegal". Using a radio that does not meet FCC certifications, or the act of transmitting on (otherwise legal) frequencies not certified for use on that radio is not "illegal" - none of these things break any laws.
