Private Members-Only systems are sometimes listed to A) try to attract new members or B ) advertise the repeater exists to help with frequency coordination. If someone checks this site to see what frequencies may be open, they'll see the listing even if it's a private system.

An elderly man with a GMRS radio in the car was going down the interstate when suddenly his radio crackled his call sign.  Answering...he heard a fellow GMRS operator's urgent warning....."Hey, just heard on the news that there's a car going down I-95 the wrong way, please be careful"!!    The elderly driver replied, "Well, now, it's not just one.......

Yes back late 70s early 80s even had a 8 track scanner.

 Your ideal, has some good merits, other people has brought up the some concerns, do you really want PSAP to monitor full time the GMRS channel, when people may be talking about what they need at the store, or to pick up little Johnny or Susie at school. Most likely not.
 
A lot of it depends on what your objective is.
 
I would suggest maybe look in to what I have been doing, in my case, my goal is showing the value it would bring in tracking severe thunderstorms, or tornados thru the county or area.  
 
I have spoken with 3 EMA county directors, they open to the idea and have expressed interested in setting up some kind of emergency radio network for non-hams, non- Public Safety people in the county ( AKA GMRS/FRS, and or CB people) to direct report things (such as Storm track information).
 
 A couple of them have considered and spoken about the value of additional resources it could bring, one of them is even considering assist in setting a GMRS repeater, and putting person in to the county EOC during severe storms or tornado.
 
I really think you would find the EMA directors much more receptive to the ideal of setting up some kind communication link to the GMRS Service, then going thru the local / county LEO official's.

Hello Guys,
I have been out of commission for several months.I have been through some health issues and just now getting back into the swing of things.I had open heart surgery 2 months ago and recovering from it along with getting out the hospital last week with pneumonia.Hopefully all this is behind me and I can get back into my regular routine...William

Might I make this suggestion:
 
 Not sure what your budget is, however find yourself a really good handheld that you like, get a mobile antenna for you car. < make sure your portable can accept an external antenna>
 
By doing that, you use it as handheld as use it as both, a portable, and a car radio, and when you get in to the car with the outside Car Antenna, connect it, this will give you little more range.
 
Of course, it depend on what kind of radio you get as to the cost there, some range from 1 to 5 watts, and can be programed with repeater splits, you can also find some 2 to 4 DB gain antenna for around $25 to $50.
 
I set up both my wife's and my vehicle for $180.00 each. When we are in out cars we have the out side antenna, when we are away from the car we are using the antenna that came with the radio.
 
The main thing to consider is a most bubble pack don't allow you connect a external antenna, and if do attach an external antenna you will not be able to use FRS channels legally.

depends on what aspect of the Hobby, I love MyGMRS I also learn much from, Radio reference, and solar panel talk. all are books and books worth of important information, But MyGMRS  is by far the most gentlemen like of them all.
