You’re entitled to your opinion, as am I.

I think guys who keep keying up over and over, holding the air for 10-15 seconds of nothing but giggles, farts, or music, and each time cycling through their Roger beeps are just being assclowns. Has nothing to do with “some people” or sad hams, it’s just the basic rule of life - “don’t be a dick”.

If that’s lost on you it’s ok.

Some sad people get emotionally nuked when you do anything that doesn't conform strictly to what they've been taught and what they think they understand of the rules.

Case in point. A few years ago some of my buddies and I were scuba diving about 40 miles off the NC Coast when a mayday came over the Marine VHF during our surface interval between dives.  After the caller made repeated maydays with no response it was obvious no one could hear his mayday so I grabbed the Marine VHF and called USCG.   Caller could hear USCG but USCG couldn't hear the caller.  So when USCG would ask a question, he'd reply, then I'd relay his reply to USCG.  USCG gave him a phone # to call but he said he had no cell service on his phone that far offshore.  I acted as relay for about 20 minutes between him and USCG.
Eventually USCG asked me to identify myself, and since there's 243,924,992 "Anthony Jones" in North Carolina, and since our boat was not USCG registered, I gave them my name and my ham call sign.  My logic was, the USCG certainly has access to FCC records if they need to find me in the future, and since the call sign is linked to me by name, address, and SSN, it is a de facto positive identification.  According to the guy, his boat was taking on water, his engine wouldn't start, and that was a valid emergency, not just a "we're out of gas" scenario.  Eventually the USCG found the guys and rescued them.

But when the sad people on a certain world largest ham radio forum heard I had used a ham call sign on Marine VHF...you guessed it...I was told I had committed a crime, told I was gonna get that 134,222,783,446,552 gazillion dollar fine from the FCC's, I was going to prison, the FCC's were going to confiscate my radio equipment, etc.   The sad people on the worlds largest ham forum roasted me for days for being a "bad ham" who didn't deserve to own a radio.  Apparently I ruined their lives by using a ham call sign on Marine VHF during a mayday call.

When the commander at USCG Fort Macon called me a few days later to thank me for being a relay and to tell me they found the guy and he was safe, I mentioned it to him, just to make sure that I hadn't overlooked some important detail in my radio education so I wouldn't get the 134,222,783,446,552 gazillion dollar fine from the FCC's and spend 20 years in prison like the sad people said.  When his letter arrived in the mail I took a photo and posted it to the three-letter sad people forum.  The letter said what I and anyone with an IQ over 20 already knew...

"When on ham radio you'd use your ham call sign.
When on Marine VHF you'd use your vessel name.
But in an emergency all of the rules are suspended and none of the rules matter."

I got the largest orgasm of my life posting that letter on the three-letter sad people forum.

So yeah, if sad people will whine about saving a life, they'll certainly whine over phonetics. Or anything else they can find to argue about.  If you didn't know, you'd think the FCC's awarded medals or something for filing complaints over trivial BS.

I do not think that is quite true. Most if not all modern GMRS radios are frequency locked and will not transmit on anything but GMRS frequencies. There are some older part 95 radios that are grandfathered and have dual type acceptance available on the used market. I own a modern commercial type 90 (business band) digital radio that can be programmed for GMRS but its still not legal for GMRS use even though its far better than anything I have seen available specifically for GMRS Part 95e use. I personaly do not buy the argument that modern ham radios are inferior to cheap GMRS radios. Only the Cheap Chinese Radios like the uv-5r are a real problem and even at that I just do not buy that a 5 watt HT radio can cause much interference or could cause much spurious interference.
The idea that Hams build there own radios is a real stretch too. Maybe back in the day it was a thing but not anymore especially for UHF use. Truth is that many Hams just don't like GMRS and many GMRS users don't like Hams. Many Hams want it all to be special for them only and think GMRS is just for people to lazy to take a test and use radios responsibly. Many GMRS users think of Hams as cranky old Men who want to feel elite
I am a Ham and now a GMRS user and just want to have friendly conversations on the radio. I don't care what license you have as long as you are respectful and not causing problems. I am an advocate for using any radio that works and doesn't  cause interference. Most Ham radios would be just fine for GMRS and should be allowed.
But what do I know I am just an old not so cranky Ham operator who likes to talk on the radio  GMRS too.

HOW DARE YOU SIR!!  Any lack of enforcement is not the fault of the FCCs!! It is obviously the fault of some guy on Youtube daring to point out the fact that the FCCs don't care/does nothing to enforce the H.A.M., CB, or GMRS rules!!!1

LMAO!! if you think they will actually follow up on you reporting interference to your station you have much to learn...... I reported interference to my amateur station from a drug house down the road over two years ago. I've dealt with Laura Smith, john Kuzma and many others at FCC and to this day I have that same interference. its came to the point that I'm moving in the spring to my other house and filing a lawsuit on FCC.. if you ever went on 15, 20, 40 and 80 meter bands you will see its a free for all and much worse than the CB band. no enforcement at all.

I hear people using different words for saying their call sign phonetically all the time. Some will use what ever words they like. It really doesn't matter much when talking to other people who's native language is English.
Using the NATO phonetic alphabet does help when talking to foreigners who do not speak English very well or have a heavy accent.
In the end use what works best for you and those you are talking to.

Then I left the military and went into law enforcement where NATO was "frowned upon" and APCO required .. Adam Boy, William Tom Frank.

Now I get beat up by "some sad people" for often inadvertently mixing the two ... Alpha Boy I mean Bravo, William I mean Whiskey Tango Frank, I mean Foxtrot.

Just what I need.  Another phonetic alphabet.

Since Amateur Radio is officially designated as a service (Part97)  by the FCC I cannot imagine your city is using the term with any generality. I see two options:
    A) talk to the city anyway and see what they say.
    or
get a Tech HAM license, build your tower and mount a GMRS antenna on it.  You wouldn't ever have to own a single piece of HAM equipment.

BTW, the downside of asking first is once they have officially said no, you are totally out of luck.  I suggest you go with plan "B."

The difference in your comparison is if I have "4-5 digits" in ham gear then I have something worth 3-4 digits to show for my money.  All ARRL has given me for their annual fee was email spam.  Oh, and a magazine that I can't even give away.  I have 5 LARGE boxes of ARRL QST magazine spanning about 10 years stacked up in the garage that I've taken to every club meeting and still can't unload on anyone.  It's like trying to give away the Flu.  I even offered to tote them to the truck for them if they'll take them for free.

My new plan is to buy a roll of wrapping paper and wrap bundles of 5 QST mags and hand them out as Christmas gifts next month at the club Christmas party.

I hear such comments all the time about various organizations, such as the NRA.  The gun toters all claimed the NRA has saved the world and we'd all be defenseless loyal slave subjects if the NRA didn't exist.  But it seems to me the other 270-something countries on the planet ham ham radio...with a few exceptions like North Korea...but they don't have ARRL.  So either believe what you hear or have a higher standard and believe what you see.  It's up to you.

Whats the CEO of the ARRL pulling down now?  $285,853 according to their IRS records.  Lucky guy.  Most hams don't earn 200G a year plus perks.  Yet I'm expected to send in a portion of my VA disability check (that keeps me just below the poverty level as it is) so the suit can fly to the conventions and stay at the Carolton Ritz and have an unlimited expense budget.  All for a rag I can't give away.  Oh and that poor ARRL Treasurer....$50,000 per year and the poor guy works an average of 5 hours per week according to IRS form 990.  What was the last month you took home a $4,100 paycheck for working 20 hours?

That is all.  Except for that adage about a fool and his money.
