Sounds very much like it might be desense. Your HT can hear the 467.x transmission just fine ... but that's ALL it can hear.2 points -

The coordinators use proprietary software that is available for license. The suite we used carried a $1500 a year license fee. The software was sophisticated enough that it could coordinate a trunked system using multiple sites and frequencies at the same time. Our advantage was we did the coordinations in house rather than farming them out to local, volunteer frequency advisors which often took months to complete. We processed over 95% of our applications within 3 days.2 points

I see the set the HT to listen on the repeater input freq and tone, if you can, has already been suggested. That was going to be my first idea, see how far the HT can be and how good a signal you get from the base. If there is an antenna or coax issue, perhaps it can listen fine, but the output range is greatly impacted. Do you know what SWR you're getting while transmitting on 467.550? If I understood right, you said HTs are reaching in and hearing the output of the repeater fine. That being the case I wouldn't say the repeater is the problem.1 point -
Pretty sure the OP said the issue was with *transmitting*. If it was a receive problem, then this would be a useful debugging step. But the receive tone doesn't come into play with transmitting. @WildzebraHow far apart are the mobile and the HT when you are testing? If they are only a few feet apart and you are transmitting on high power, it's quite possible that you are desensing the receiver in the HT ... that 50 watts going out on 467.x makes the HT deaf on the corresponding 462.x frequency. Have you tried moving the HT further away? Many (but not all) repeaters also have a courtesy tone or a squelch tail that gets transmitted after a radio unkeys. Do you hear that?1 point

You're reading it correctly, but it's one of those "doesn't hurt for testing" kind of things...getting the "filter" (tone) out of the way to confirm things are working. Keeping "tone" is what you need to still get into the repeater (assuming it's transmitting as it should)1 point -
It's entirely possible the repeater is transmitting a tone but your receiver by not requiring one will hear anything transmitted on the frequency.1 point

The fees vary by coordinator. The best I can tell you is to go to the FCC website and look up the web address of all the coordinators for B/ILT and check their posted prices. There is no restriction on who can hold a business license other than what the FCC requires for any applicant. Licenses under Part 90.20 are restricted to specific parties but 90.35 doesn't have those.1 point

You could try using a very small dab of Vaseline on the seat area of the hinge. Recheck the match afterwards to make sure you are getting metal-to-metal contact. Any gaps in the seat area should be filed in with the Vaseline blocking any water ingress. If that works likely you need to recheck it every few months and reseal it with fresh Vaseline. I would also lube up the area where the center section slips down in to the collar with the Allen screw used for adjusting the antenna height up and down a bit.1 point -
Set the Tone Mode to Tone, not TSQL and remove the receive tone. You won't hear the repeater unless it is using a transmit tone.1 point

So...I'm expect some of the other members with experience with that model may have some better suggestions in the morning. That said, a couple things come to mind: First, can you set the retevis (or another radio) to listen on 467.550 to see if the wouxun is indeed transmitting? That would help narrow if it's a transmit issue or tone issue. Second, the only thing in that config screen that stands out to me is the "ptt-id" field. can that be set to 'off' just to rule out the possibility of that interfering with the tone, since it appears to currently set for "beginning of transmission"? (I think my 805g has "bot", "eot", "both", and "off" as options)1 point -

To the OP: As you can see, there’s a lot of fiddling around that accompanies repurposing something based on a high end commercial radio. That’s fine if that’s really how you want to spend your time. But for many people a decent radio, built to be sold as a GMRS radio, such as a Wouxun 805, 905, or 935 will be more than good enough without concerns over software legality, tuning partitions, needing a knob guard, or any one of a number of “perfect except for qualifiers” listed above.1 point -

The biggest issue with your plan (as I see it) would be actually acquiring the equipment in today's supply shortage world. DLR (and DTR) 900 MHz Frequency Hopping Spread Spectrum radios are great for indoor coverage. If you're looking for some Rental Agreement boilerplate, dial up one of the major players and tell them you're interested in renting 10 or 20 radios. See what they send you (nobody says you've got to sign it & agree to the rental!) As someone who has a fleet of UHF and VHF rentals, I can tell you that the biggest issues are #1 - dealing with someone who has actual spending authority. #2 - getting ALL the radios back after completion of the rentals. #3 - Defining the cost of replacement up front, so that there's a responsible User in charge who will represent your interests in having the radios returned in good shape. You should also consider Gang Chargers as a necessary part of the equipment list. You'll never untangle all the charger cords on single unit desktop chargers if you include them with a stack of rentals.1 point -
