Not sure I understand exactly what you mean here so forgive me if I misunderstood. You can use slit tones on simplex. Not sure what the benefit is other than possibly making it harder for someone to interrupt both parties at the same time.
When people talking about two-way radios and use the term "net" they are usually talking about a meeting of sorts on the radio. Connected repeaters are usually referred to as "linked" repeaters which are becoming a thing of the past for GMRS in some areas.
You have as much access to the owner as any of us.
Depending on your radio, you may be able to scan for the tone. Check your manual to see if it has this feature.
This may have been just a typo but it is an offset not a step. A step is the amount of frequency change with each press of a button or click(detent) on a dial.
Sometimes I think they forget to update the version number after making changes and before burning it into the next batch of radios. I have two UV-5Rs that are supposedly the same with the same firmware version. I can change the startup message on one but not the other.
I like @BoxCar's solution and would like to add that if you go with an HT like @WSDT603 said, you may want to use a BNC adaptor for the antenna. I've heard that SMA isn't designed for repeatedly adding and removing the antenna and therefore more prone to failure after repeated use than BNC which is designed for repeated use.
@SteveShannon I used roofing caulk on my UT-72 around the edge of the rubber pad that goes between the roof and the base. I had seen where some people had a problem with water intrusion on that antenna and I didn't want to experience the same. I already had the roofing caulk and it is UV resistant. The antenna is black and the caulk is black so it didn't look bad. So far, so good.
The way I understand the intent of this regulation is that when the licensee and his family are taking part in some sort of outing together, the licensee can hand out GMRS radios to his family members and allow them to use the radios and call sign during the event. Using the call sign of a licensee who lives in another state to rag chew locally seems to be a stretch to me.
I finally got around to watching The Fantastic 4 recently. I loved it in the beginning when the kid fired up his invention in the garage while his step-day was watching TV. It looked like it was sucking the image out the side of the TV.
Father-in-law told me that back in the day, he and his CB buddies would pull into a gas station late at night that was closed, key up (amps in use of course) and turn on the florescent lights.

@DominoDog Thanks for point this out. People should sound off. Even if you don't care about mesh and don't fear this being used for nefarious purposes, we still need to push back. If you give an inch, they take a foot. And sooner or later there won't be much spectrum left for us.
@DominoDog I hear lots of GMRS only people using 73 and Q codes on GMRS. It may have come from telegraph and ham but lots of non-ham people like using those codes. Don't let it get to you. Just let it go in one ear and out the other. Most of the time those people don't mean any harm or offense.
