Some GMRS repeaters are "linked" or have access through Zello.
But in general, most GMRS repeaters are stand-alone.
Are there more specifics for your question that you can share with us?

Or for Repeater owners to allow AllStar users to be able to access their repeater?

I have no experience with the RT85, but I did buy my TYT TH-UV88 plus the high capacity battery from LetsGetReadyInc for a good price and no extra shipping fee.
Just looking at your link; won't the two HTs desense each other, being so close?

Yes, in my experience, the Anytone AT-779UV and the Radioddity DB20-G are interchangeable both as radios and programming software.
Try changing, in the Model Information -> Model menu from 136-174/400-490 to 136-174/400-470, and see if that solves your problems.And power off, hold down V/M button, power on and what firmware version (for example at the bottom: V2.26) do you have?
Are you also double clicking the >> at the end of each Channel listing to open up a box for Tones, etc.?

You're right! I didn't realize they added one up there. Can you hit it? PAPA 32: 442.600

I programmed in the Los Angeles repeater and can hit it cleanly, all the way to Santiago Peak.
I gave a call for some information, but no reply.
Interestingly, the JPL SoCal Repeater list for 440 shows it, but not as CARLA; but checking the Repeaters callsign on QRZ does confirm it for CARLA.
