Users of Type 95 devices are not required to perform the evaluation for RF that are required for type 90 and 97 devices.  Type 95 devices aren’t even mentioned in the bulletin:

    No.
You enter the frequency, power output, FM as mode type, whatever duty cycle is typical for your usage, and the gain of your antenna.  How would you want it to be more specific for GMRS?.

If you just want something different from ARRL, there’s this:

    I haven’t compared the results.

Here is the reply I received to my inquiry. Passing it along as promised.

“I asked Wouxun and they said the radio is designed to hold up to heavy TX. They recommended that in a heavy TX situation, like a public repeater, they do suggest using the feature that automatically activates the fan based on the temperature (menu 37, and this is already the default). They also suggest using the TOT and TOA menu settings (menu options 11 and 12) to limit the maximum time for a single TX to at most 60 minutes.”

I have also asked that they push the issue further to get some official numbers.

I have raised an inquiry with BuyTwoWayRadios to learn what the duty cycle rating of this product is at each of its 4 power levels. They have acknowledged the question and have committed to getting an answer and letting me know. I will post their response when I receive it.

Concur!  The key is the comma in : New licenses, modifications
That should be read as New licenses and/or modifications.
And, there is the new license $35 fee!

The FCC has lowered the fee proposed from $50 to $35 for GMRS licenses and Amateur Radio licenses. Effective date is unknown but should be announced around 30 days prior to taking effect. See the attached Report & Order (12/29/2020).

WQPT412 reacted to marcspaz in Midland Warranty Service - MXT400
As some of you are aware, the Midland MXT400 radio is not a "great" performer on simplex and has some compatibility issues with legacy radios, as it is not wide-band capable on the frequencies approved for wide-band.  With this modest downfall, in my opinion, the second generation radio is still a really nice performer.  I have had conversations with people on repeaters 50 miles away from me while mobile (Bunker Hill Rd & Rt 51, Gerradstown, WV to Warrenton VA).

I own three MXT400 radios and one of them developed an overheating problem.  After using the radio for 15-20 minutes on high power, at a 30% duty-cycle, the radio would overheat and cause the modulation circuit to fail.

I called Midland customer service at the number listed in the manual.  I spoke to one person, explained the issue, and had an apology and a new radio in route to my house in just 5 minutes.  The replacement radio arrived in just 3 days.  The new radio is rock solid.

I wanted to take a minute to share my experience.  While myself and others have expressed being less than thrilled with the radio's performance compared to other legacy models, I think it is important to let people know that the radio is actually really good for what it is and that I had a very positive experience with Midland customer service.  When it is time to make a decision about what you want to buy, I think it is important to be aware of the bad and the good.

Hope this info is helpful to someone.

I just received my Laird BB4503 for GMRS. (all black version, B4503 is stainless look). I found it on Sears website after a search. $33 bucks, shipping included. NMO mount. They shipped it through a third party but who cares? Tuning cut lengths were printed on the package.

The thing I don't like about the antenna farm, stopped listing things as dBd or dBi.

The antenna farm also resales directly off of Tessco for a good portion of their products. LMR antennas you can generally get much better pricing from Tessco or Hutton.

When the 10 year Part 90 term was adopted, it was for all renewals, modifications and new applications that took place after the rule went into effect.  I missed a Part 90 10 year renewal by 7 weeks back in 2000. The 10 year rule went into effect in November of 2000.

If anyone wishes to discuss the new Rules and Rules Changes, please start a new thread in this "FCC Rules Discussion" area for each individual Rule, with a reference to the Rule number, description or title in your initial post header. That way, members can easily locate Rules or Rule Changes of interest quickly rather than trying to find specific information mixed and fragmented all in one long thread.
