Yes it has to be cut, as indicated on the instructions in the box.. Those same instructions also very clearly explain what the frequency cuts are, and which sections to cut, and how to cut them. Its almost as if the instructions answer all of your questions.

I’m guessing the OP ordered it, then shifted into overdrive while waiting for it to arrive. Once he receives it he’ll hopefully notice the directions. 
On the other hand if he took it out of the box and shitcanned the box without reading it, he’s going to suffer some serious ribbing. 😁

Or, you can do like the rest of the doofuses, cut first and then if it doesn't work, get on the Internet and tell everyone how crappy the product is.

Follow the instructions when cutting and your antenna will work perfectly and yield great performance. I have one and it works great. And if you want to gain an extra 2db, polish the brass rods to a mirror finish with Brasso. This is an old RF engineer trick.
