Time to sit and do some critical thinking. Consider what the gain vs cost would be with this. The CCR are a lot of things, but they ain't dummies. What conversation would be worth putting additional stuff in a hobby radio that would 'war drive' to hack an open wireless network and pass on information. What would that information be? Would it be worth the cost of doing it? And more importantly would it be worth the cost of getting caught doing?
If ANY device, cheap radio or other was to have such technology in it, that would be apparent on a spectrum analyzer. It would show up in the connected devices of wireless routers and access points when connected. So unless the radio was directly marketed with WiFi abilities, then it would stand out like a nude blonde woman that it was doing something nefarious. Now, if it DID contain WiFi connectivity, then it could route traffic to other places that could be used to monitor something. But unless it was some specific stuff, that wasn't a standard like WiFi and they were sending some other device that also operated outside the established standards like the weather balloon's (well maybe) that would play previously recorded stuff to that device, chances are NO.
Now, what possible information would be gained. And this answer does lean to it being true. Government comm's are all gonna be pretty secure. And the government is NOT gonna be using that level of radio for anything they are involved in. But these radios are marketed to preppers and survivalists. And that is the biggest standing army on the planet. There is no larger group of armed individuals than the group comprised of hunters, prepper's and survivalists in the USA. And that number is staggeringly more than the next largest 'army'. Having information on those groups, including locations, possessed arms and affiliations would be important if there was a plan to invade the US with troops. And first strike locations could also be considered based on that information.
But again,there are easier ways of getting it done. Including frequenting web sites and online groups catering to those folks.
The biggest danger to an invading force is not the US military. With their rules of engagement and other regulations, they don't pose near as much of a threat as a bunch of red necks with an arsenal that exceed's that of some countries military arm's. And red necks don't follow the Geneva Convention or any other rules of engagement. They will operate with guerilla tactics similar to what we saw in the middle east during the American military occupation if it came to that.
So are the commies spying on us, yep, without a doubt. But it's not gonna be with Baofengs and TYT radios. And the private citizens, at least some of them are the likely targets.

HI @WRWI380, although I do not know how to use repeaters, I do have one general suggestion. It might be helpful if you made a new question in the "Technical Discussion" forum at the top level, with a link to the video or videos you are having trouble following, and a description of what goes wrong when you try to follow the video. As for the repeater problem, it could be that the people you were listening in on, were using a CTCSS/DCSS code that you weren't transmitting, thus they wouldn't be able to hear you. I hope you can find someone knowledgeable on the board who can help answer your questions about repeaters. Although I'm not terribly knowledgable myself, I would be happy to answer other GMRS questions that don't involve repeaters.

There is no protocol in GMRS, but most people consider a repeater that uses the travel tone to be 'open' .. If it was ME, i would start using it until someone complains.

I would just comment that the letter, and FCC database are using the term "Dismissed", not "Cancelled". That should have signalled that the license that had been granted was still in effect and that something else was being processed at the time.
Dating that letter/action for April 1 sure doesn't help (though I could understand it as "start of next month")

I'm assuming its a scam.
To be frank, I don't trust any text, emails or phone calls, and 100% of "official" letters I have received from the IRS, Social Security Administration, and most other agencies looking for payment or ID turned out to be fake. Scammers pull info out of public database to do targeted emails, hoping you call the number on the letter and give them you info and credit card information, instead of calling the public number of the official government site.
Along with still being active in the database, there is nothing listed in the administration section. I would also recommend checking it occasionally and just carry on.

While reviewing the GMRS and FRS rules for my project I made a spreadsheet with all the relevant regulations so that I can see everything at a glance. I thought I would post it here in case anyone finds it useful, although I cannot promise that there are no errors. Perhaps someone knowledgeable could look it over and correct me! If you have time.

In the Jeep, I'm running two 110w XTL5000 radios (one for VHF and one for UHF). I also have some customized Yaesu FMT-300DRs for same band/crossband VHF/UHF repeater systems and an FT-891 HF radio.
I have entirely too many radios at home to bore people with... but the flavor is a variety of Icoms such as an IC-745, IC-746 Pro, IC-7000 and IC-7300. I have a bunch of HTs; mostly Baofeng and Yaesu. Also a 300w VHF Amp (FM and SSB) for when tropo ducts are the place to be or if I want to mess around during a VHF contest.
I really want 991a. I need to stop making excuses and just buy one.

Both Jeeps have Motorola XTL5000 radios, I carry a XTS2500 when running around on foot outside the Jeep, for the couch I use an XTS5000, and as my base-station, an XTL5000.. All for GMRS and encrypted comms..

For GMRS all vehicles (mine and my parents) have midlands. I also run commercial Motorola(APX) gear in all my vehicles for PS/Ham/GMRS if needed. When on the jeep trails I'll normally have my Motorola T600 on my belt as its a durable little unit and at end of day wash it off in the sink for the next day. What ham stuff I do have (for APRS) is only used for ham stuff. No need or reason to mod it.

My Motorola Commercial and Professional Series radios all cover 438 to 470 Mhz covering 70 cm ham, most UHF LMR, and GMRS bands, no mods or hacks required. Some of the higher capability Commercial Series units can be programmed for FPP selectable PL or DCS.

The preset tones would be a real annoying thing.
Turn off the display off timer if that’s a setting, but set it for lower brightness and/or pick up a spare battery. I have a radio that turns its display off also and it annoys me also, but I haven’t decided what to do about it. I turn the volume up/down to get the display.
