1) your actual power output depends on what frequency you transmit on, and the luck of the draw - but no, there is no way to fix/change anything to get more out of it.
2) "Best in class" depends on what is important to you and how you define "best" - but generally speaking Baofeng radios are not on that list
Dont make the mistake of getting overly hung-up on whether or not a radio is transmitting 5W or 3W - In most cases, usually, most of the time, on average, you will not notice any difference in FARS when comparing 5W to 3W - what you will notice however is that 5W will suck down your battery much faster. -

These are vestigial settings left-over from being a ham radio. Most GMRS radios are not designed as GMRS radios from the ground-up. Instead, they are repurposed ham-radios, and usually a lot gets lost (or remains) in the translation.
Look through the menus of most of these radios and you will find options that make no sense on a GMRS radio, they do nothing, or, both.

On the UV-5G-Plus, channel 23 is Repeater Channel #1 (aka 467/462.5500) and channel 21 is GMRS channel 21 (aka 462.700). Because the OP says he has not made any programming changes to the radio, your made-up scenario is... made up.. and therefore should be ignored.

If you have TDR/dual-monitoring enabled, and line-A is on Channel 23, and line B is on channel 21, then yes, this would be normal.

The final days of our "Delta" repeater were pretty pathetic.. After we shut it down a couple of the jammers and troublemakers moved over to the other high-level repeaters in the area.

If it was ME, (i have actually had similar shituations) I would (and do) just use a good quality adaptor... "Some People" will warn you that you are going to lose all your power through an adaptor, but I am able to deal with that 0.002% amount of loss.
"some people" will also tell you to just do-up the cables and connectors yourself - but, many normal people dont want to hassle it, and, are willing to cope with that 0.002% loss from using an adaptor.
..Be sure to use a good-quality adaptor, not the $2 one from Amazon.

Out of the Jeep while off-roading: XTS2500
Base: XTL5000 connected to Tram1486
Office: KG1000GPlus w/MXTA26 on a cookie sheet in the window
Couch: XTS5000
Repeater: Vertex 7000 w/Tram1486 and LMR400 coax.Other than the repeater all the coax is just inexpensive black-coax.

None of that sounds good, and the warranty is 1 year..
On a brighter note, the KG-1000G PLUS will make a great replacement!

Because they know that for something as important as NOAA people will purchase the correct radios to receive them.
And, what if they DO start transmitting on UHF? - then someone will want them to transit on HF, because their HF radio can't receive them.. Then someone will want them to transmit on commercial FM, becuase their car radio can't receive them. Then someone will want them to transmit on CB, because their CB radio cant receive them. Then someone will want them to transmit on 1.2Ghz because their cellphone cant receive them.
The more i think about it, the dumber this question gets.

Probably something to do with VHF propagating better/more fars than UHF and because NOAA does not care if you bought the wrong radio. I'm sure some radio-dork will chime in with a 10-paragraph explanation saying the same thing unless i'm totally wrong, in which some radio dork will chime in with a 20-paragraph explanation saying I'm wrong.

Indeed it is - i have burned out a couple of them even though i was transmitting well below the rated wattage.
